While 88% of HR executives believe they are driving strategic change, only 27% of CIOs share that sentiment. The report, released on June 4, reveals a clear disconnect between HR and IT leadership when it comes to the strategic role of talent acquisition.

The survey of over 1,000 CHROs and chief people officers shows that 75% plan to increase their investment in talent acquisition in 2025. Additionally, 85% view talent acquisition technology as a higher priority now compared to two years ago. Still, iCIMS warns that without stronger collaboration with IT departments, progress in TA could stall.

“People are the heart of business success, and HR must be viewed as a strategic partner essential for connecting talent, technology and business growth,” said Laura Coccaro, Chief People Officer at iCIMS. She emphasized the need for HR and IT to operate in sync, especially as AI and advanced technologies reshape recruitment.

The findings also indicate a shift in HR’s role. Half of the surveyed leaders say they now spend more time on talent acquisition than they did two years ago. Yet only 34% report that their organizations view TA as a strategic function; the rest see it as either supportive or transactional.

Looking forward, HR leaders are prioritizing AI integration in hiring, diversifying talent pipelines, and strengthening TA analytics. To communicate the business impact of TA, the report recommends tying recruitment outcomes to measurable growth—such as faster hiring or improved ROI—to better resonate with the C-suite.

Although 60% of HR teams now use AI in the recruitment process, the report highlights a crucial need: the right tools, skilled talent, and deeper alignment with IT leaders to deliver meaningful results.
