JABLY, founded in October 2023, is reshaping the HR technology market with its AI-based personalized HR SaaS solution. The startup aims to guide foreign students in Korea from legal part-time work to full-time careers under the E-7 visa system. Its cloud platform, named Cloud K-Tag, is scheduled for completion in 2025 and global launch in 2026.
The JABLY platform connects foreign students’ entire lifecycle in Korea, covering residence, education, and employment through a single integrated service. It combines a recommendation engine with automation tools for administrative and legal processes. Students gain access to verified part-time job approvals, contract management, academic information, and support for E-7 visa applications. Employers benefit from data-driven recruitment using applicants’ verified educational and work histories. Sensitive personal data is secured using blockchain technology.

Global Validation and SaaS Business Model
Between June and September 2024, JABLY tested its beta platform in Vietnam, Uzbekistan, and Mongolia. The trials, conducted with Kyungpook National University and Suwon University, confirmed demand for a SaaS subscription model. JABLY secured funding through Korean government grants, including 450 million KRW from the Ministry of Science and ICT and 300 million KRW from the Ministry of SMEs and Startups.
The company’s competitive strength lies in three areas: AI-powered recommendation systems, advanced automation for visa applications, and global scalability through cloud-based infrastructure. AI/LLM agents also assist with document preparation and notify students about visa deadlines.
Data-Driven Pathways for Students
Since June 2024, JABLY has collected more than 4,000 datasets on foreign students’ lives in Korea. Lee noted that students are open to relocating outside Seoul if jobs match their majors and housing is stable. JABLY will conduct its first proof of concept in Jeollanam-do in 2025, aligning with Korea’s RISE national policy for regional revitalization.
The startup is also preparing for global expansion. JABLY will open offline consultation hubs in Vietnam to connect students with Korean regional universities and employers. Global managers fluent in multiple languages, including Vietnamese, Mongolian, Uzbek, Japanese, and French, help students overcome communication barriers.
Scaling From Korea to the Global SaaS Market
JABLY recently relocated to Pangyo Techno Valley, a premier innovation hub in South Korea. The move positions the startup within a strong ecosystem of developers, entrepreneurs, and investors. “Networks and execution know-how matter more than capital for growth,” Lee emphasized.
Looking ahead, JABLY plans to finalize development by 2025 and launch globally in 2026. The company’s vision is clear: to standardize a settlement pathway where foreign students transition legally from part-time work to professional employment, supported by verified data and AI-driven HR SaaS.
