isolved®, a leader in human capital management (HCM) solutions, has published fresh insights on the strategic role of High-Performing Teams in HR. The report, titled “Leveling the Playing Field: Unlocking Better Business Outcomes by Elevating the HR Role”, is based on findings from nearly 3,500 SMBs representing over 25 million employees. It highlights outdated views, gender inequality, and underused AI tools as key barriers to progress in HR.
Today’s uncertain market calls for bold HR strategies. Yet many organizations still limit HR’s involvement in decision-making. High-Performing Teams, however, are changing that narrative by integrating AI, data, and people-first planning into their operations.
While 62% of business owners and 55% of CEOs consider HR strategic, only 23% of finance and 35% of IT leaders agree. Within HR itself, just 52% of functions are viewed as strategic. Still, research shows that organizations with strategic HR enjoy 34% stronger business results, including better profitability and innovation.
“HR is tasked with transformation but still seen as support,” said Amberly Dressler, VP of Corporate Marketing at isolved. “We aim to close that gap using intelligent tools.”
Companies leveraging AI in HR have seen up to an 8% improvement in business and talent outcomes. Still, a surprising number—25% of SMBs and 20% of mid-market firms—don’t know their systems already include AI features.

On average, businesses face four major changes annually. Despite this, most HR departments stay reactive. Teams using cross-functional collaboration, real-time data, and workforce-focused scheduling earn greater recognition as strategic partners.
The report also exposes a gender imbalance. While over 70% of HR leaders are women, men hold 86% of strategic HR positions in public companies. Female leaders are more likely to report through finance—departments that rarely view HR as strategic—thus limiting their influence.
Organizations prioritizing outcomes like internal mobility, workforce planning, and skill development see stronger business performance. High-Performing Teams drive innovation and long-term growth by aligning people strategies with company goals.
